Binder explained that they want to be cautious about bringing back Gibbs, considering his character’s elevated status, and they aim to find a perfect excuse rather than depicting him in an Anchorage apartment waiting for NCIS to seek his help. The last time audiences saw Harmon’s character in 2021, Gibbs had retired permanently from NCIS, smiling by a river after being suspended.
